PBBM nilagdaan na ang Maharlika Investment Fund Act
Pormal nang nilagdaan ni Pangulong Ferdinand Marcos Jr. ang pagsasabatas sa Maharlika Investment Fund (MIF) sa isang seremonya sa Malacañang.
Layon sa pagsasabatas ng Republic Act 11954 o Maharlika Investment Fund Act na isulong ang pagbangon sa ekonomiya ng bansa sa pamamagitan ng pagtatatag ng sovereign welfare fund na popondo sa mga proyekto ng pamahalaan.
“For the first time in the history of the Philippines, we now have a sovereign wealth fund designed to drive economic development,”
“Through the fund, we will leverage a small fraction of the considerable but underutilized investible funds in government and stimulate the economy without the disadvantage of adding additional fiscal and debt burden,” pahayag ni Pangulong Marcos sa kaniyang talumpati sa paglagda ng bagong batas.
Marami aniyang inisyatibang ginawa ang kaniyang administrasyon para makahikayat ng pamumuhunan sa bansa kabilang na ang public private partnerships (PPP), gayundin ang government-to-government (G-to-G) arrangements ngunit lahat aniya ito ay sa kategorya ng pautang.
“This is the context in which we approach the Maharlika Investment Fund. We now have an available fund that will provide us the seed money for investments and to attract other investments and for us to be able to participate in those operations, in those investments without additional borrowings.” paliwanag pa ng Pangulo.

“I note that some of the objections very early on, i would hear some people commenting, hindi ba pag may pera tayong ganyan, may pondo tayong ganyan, dapat ilagay yan sa agricultural, ilagay yan sa infrastructure, dapat ilagay yan sa energy development. Eh nanonood ako ng television sabi ko, syempre kinakausap ko ang tv, saan nyo kaya iniisip na ilalagay yan, bibili kami ng magagarang kotse? Bibili kami ng malaking yate? It makes me laugh because that is so far from the truth. That is precisely where we are going to put this money. That is precisely where we are going to apply this money,” dagdag na paliwanag pa ni Pangulong Marcos.
Tiniyak din ni Pangulong Marcos na mapapangasiwaan ng maayos ng mga propesyonal ang Maharlika Fund at ilalayo ito sa anomang pulitika.
“I am not in favor of having in the original iteration, the President was the chairman of the, sabi ko no you remove us, the Secretary of Finance, no. Because inevitably if you put me or the Secretary of Finance or in a decision making loop, those decisions will be colored by political considerations and that must not be the case.
“I think we have done that job structurally, we removed the political decisions from the fund and those political decisions are left with the political bureaucracy, and the fund is left to be a fund and operating on a sound and proactive financial basis,” sabi pa ng Chief Executive.
Sa ilalim ng bagong batas, itatatag ang Maharlika Investment Corporation (MIC) na bubuuin ng isang Board.
Ang seed money para sa Maharlika Fund ay manggagaling sa Landbank of the Philippines at Development Bank of the Philippines na maglalaan ng tig-P25 at P50 bilyon naman mula sa National Government na manggagaling sa dibidendo ng Bangko Sentral ng Pilipinas (BSP) sa loob ng dalawang taon, at pagdaka’y hahatiin sa 50% na ilalaan sa MIF at central bank’s capitalization.
