Mga administratibong trabaho sa mga mababang korte, aalisin na – SC

Mas mapagtutuunan na ng mga mababang korte sa bansa ang mga pagpapasya sa mga kaso.
Ito ay dahil ililipat na sa Office of the Regional Court Manager (ORCM) ang pagresolba sa mga administratibong trabaho ng mga hukom.
Pinangunahan ng mga mahistrado at opisyal ng Korte Suprema ang pagsisimula ng pilot implementation ng ORCM sa San Fernando, La Union.
Ayon kay Chief Justice Alexander Gesmundo, layon nito na mabawasan ang administrative workload ng mga hukom at mapagbuti ang mga administratibong proseso sa lower courts.
Umaasa si Gesmundo na matutugunan ng hakbangin ang mga administrative delay na dumadagdag sa mga isipin ng mga huwes.
Sinabi ni Gesmundo, “From lack of office space and supplies to delayed and centralized procurement, from much-delayed initial salaries to belated funds disbursements and releases, from late issuance of travel authorities to delayed action on request for additional personnel, we heard your grievances. Now, we are here to ease your burdens.”

Sa ilalim ng modernisasyon ng Office of the Court Administrator, magtatatag ang ORCM ng regional offices sa judicial regions na direktang lulutas ng mga administratibong gampanin ng lower courts.
Ayon naman sa Supreme Court PIO, “…the ORCM shall decentralize and improve the delivery of administrative services to first- and second-level courts by establishing regional offices across judicial regions which will be empowered to directly resolve many of the administrative concerns by the judges.”
Ibibigay na sa ORCM ang ilan sa mga trabaho ng OCA at ito na ang direktang makikipagusap sa court branches at may kapangyarihan na magpasya sa administrative at fiscal matters at iba pang serbisyo sa mababang korte.
Sa ngayon ay may anim na judicial regions ang natukoy ng SC na pilot areas ng programa.
