Faeldon, idiniin ni Sen. Lacson kung bakit lumala ang kurapsyon sa BOC

Idiniin ni Senador Panfilo Lacson ang nasibak na si Customs Commissioner Nicanor Faeldon na pasimuno kung bakit lumala ang kurapsyon at nakakalusot ang mga kargamento sa Bureau of Customs kabilang na ang mahigit animnaraang kilo ng shabu mula sa China.

Sa kaniyang privelege speech na may titulong “Kita-kita sa Customs”, pinangalanan rin nito ang mga matataas na opisyal ng Customs at mahigit tatlumpung personnel  na tumatanggap ng lagay.

Ayon kay Lacson pag-upo pa lamang sa pwesto ni Faeldon, nilamon na ito ng sistema matapos tumanggap ng isandaang milyong pisong pasalubong.

Tila nasarapan aniya ang mga opisyal dahil bukod sa pasalubong, tumatanggap aniya si Faeldon ng lima hanggang sampung libong payola tuwing Biyernes na tinawag na payday Friday o three o clock habit.

Bukod kay Faeldon, tumatanggap aniya ng lagay sina Deputy Commissioner Teddy Raval – Intelligence Group, Deputy Commissioner Ariel Nepomuceno -Enforcement Group (EG) Deputy Commissioner Gerardo Gambala of the Command Center, Deputy Commissioner Natalio C. Ecarma III of Revenue Collection Monitoring Group (RCMG), Deputy Commissioner Edward James Dy Buco of Assessment and Operations Coordination Group, (AOCG) Director Neil Estrella – Customs Intelligence and Investigation nService [CIIS], (alleged to collect also for the Office of the Commissioner [OCOMM] together with Chris Bolastig), Atty. Zsae de Guzman – Chief, Intellectual Property Rights Division, Atty. Larribert Hilario of Risk Management Office (RMO), Joel Pinawin, OIC Chief, Intelligence Division of the BOC (one of thealleged collectors of Director Estrella), Director Milo Maestrecampo – Import and Assessment Service (IAS), Atty. Grace Malabed, Acting Chief of the Account Management Office (AMO), at Atty. Alvin H. EbreoDirector Legal Service under Revenue Collection Monitoring Group (RCMG)

“ Mr. President, an unimpeachable source provided me with information

involving a prominent Customs official listed above. For the period

covering May 16 to June 28, 2017, Mr. Customs Official’s total

encashment amounted to Five Million One-Hundred Nine Thousand Pesos

(P5,109,000), with the following breakdown:

1. P1.5 million check deposit on May 16, 2017
2. P1.2 million check encashment on June 01, 2017
3. P699 thousand encashment on June 05, 2017
4. P1 million encashment on June 08, 2017
5. 5. P910 thousand encashment on June 19, 2017
6. 1.3 million encashment on June 28, 2017.)

Ayon kay Lacson, aabot sa 15 hanggang 16 libong mga containers na dumadaan sa Customs lingo-linggo at 40 percent nito ang pinapatawan ng tara.

390 hanggang 490 containers kada araw o 2, 450 na mga containers kada linggo ang hawak naman ng mga itinuturing na big players sa Customs.

Kinabibilangan ito nina:

1. 100-110 containers – David Tan
2. 80-100 containers – Davao Group kung saan kabilang si mark ruben Taguba
3. 80-100 containers – Manny Santos
4. 80-100 containers – Teves Group
5. 50-80 containers – “Kimberly” Gamboa

Bukod sa limang big players, apatnaput-apat na negosyante pa aniya ang kabilang sa mga bagmen at operators.

Sinabi pa ni Lacson, kahit patayin pa ang lahat ng drug addict pero kung ganito ang sistema sa BOC imposibleng magtagumpay ang war on drugs ng gobyerno.

Umaasa naman si Lacson na hindi makakain ng sistema ng korapyson ang bagong talagang si Customs Comm.  Isidro Lapena.
