Pagbuo sa Code of Conduct on South China Sea, muling isusulong ni PBBM sa ASEAN
Isusulong ni Pangulong Ferdinand Marcos Jr. sa kaniyang mga kapwa Southeast Asian leaders ang pagsasa-pinal ng Code of Conduct (COC) sa South China Sea (SCS) para pahupain ang tensyon sa mga pinagtatalunang teritoryo.
Sa kaniyang pagdalo sa 42nd ASEAN Summit sa Indonesia, sinabi ng Pangulo na napapanahon na magkaroon na ng kasunduan ukol dito.
“So yes, I will bring it up again because when we talk about – when we talk about the issues on the West Philippine Sea, South China Sea, hindi magkakalma ‘yan hanggang mayroon na tayong Code of Conduct,” tugon ng Pangulo nang tanungin ng mga reporters kung isusulong niya muli ang COC sa summit.
Naniniwala si Pangulong Marcos na ang pagkakaroon ng code of conduct ay magbibigay-daan para sa mas malinaw at makababawas sa posibilidad ng miskalkulasyon na maaaring magresulta sa gulo.
“Solution of all of these problems is really the new Code of Conduct. Kaya paulit-ulit ko laging sinasabi ‘yan. In every forum I can find, sinasabi ko Code of Conduct kailangan nating tapusin,”
Aminado ang Pangulo na isa sa hamon sa pagbuo ng binding COC ay ang magkakahiwalay na bilateral negotiations sa pagitan ng ASEAN member-states at China na kailangang maresolba.
Sinabi din ng Pangulo na dapat hiwalay sa ASEAN Summit ang mga negosasyon para sa isinusulong na code of conduct.
“Ah no, the Code of Conduct – the negotiation of the Code of Conduct is separate from the ASEAN Summits. They negotiate in another way. So that’s not something that we will be done here at this time. What we need to do is look kung wala pa, ano ba talaga ang nagiging problema? This is what we have to discuss amongst ourselves. What is the problem? What is the bottleneck? Where are we having a hard time? How can we fix that problem?” paliwanag ng Chief Executive.
“That’s what these meetings should be for and I think we’ll get to that point because everybody wants this to work, everybody wants to have a Code of Conduct. So what’s getting in the way, let’s talk about it,” dagdag pa ng Pangulo.
Sa ASEAN Summit din noong nakaraang taon, isinulong din I Pangulong Marcos ang mabilis na pagbuo sa COC sa South China Sea batay sa international laws, na halimbawa kung paano dapat pakiharapan ang hindi pagkakasundo.
“You know, iba-ibang bansa ‘yan eh and everyone has a different agenda. But if we talk about it and with a common thought in mind, I think we will get there. But I hope sooner rather than later because the tensions are increasing,” pahayag pa ng Pangulo.
