Pagbabawal ni Pangulong Duterte na lumabas ang mga hindi pa bakunado, ginagarantiyahan ng batas
May kapangyarihan ang Pangulo ng bansa na ipagbawal na huwag palabasin ng bahay ang mga hindi pa nababakunahan laban sa Covid-19.
Ayon kay Senate minority leader Franklin Drilon, maaaring pairalin ng gobyerno ang police power nito para protektahan ang publiko laban sa mas mapanganib na variant ng Covid-19 at ito ay ginagarantiyahan ng Saligang Batas.
Maaari aniyang magpatupad ng ganitong regulasyon ang pamahalaan lalu’t kung nasa panganib ang public health.
Statement Senador Drilon:
“It is a valid and reasonable exercise of police power to promote the health, safety, and general welfare of the people. The general welfare clause also provides sufficient authority to the State to implement measures for the ‘maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare. The State may also interfere with personal liberty to promote the general welfare as long as the interference is reasonable and not arbitrary”.
Para kay Senador Aquilino “Koko” Pimentel, kailangang magpatupad ng istriktong batas para bawasan ang posibilidad ng transmission ng virus.
Hinimok naman ni Pimentel ang publiko na huwag nang mamili ng bakuna at sumunod sa mga health protocol.
Kung may nararamdaman, dapat mamalagi na lang aniya sa loob ng bahay para hindi na makapanghawa.
Statement Senador Pimentel:
“We encourage the “vaccination of the willing”. There are mandatory health protocols to be observed which experts say already reduce the possibility of transmission by “more than 90%. We enforce these rules. We encourage people (regardless of vaccination status) to stay at home unless the acitivity requiring movement outside of home is essential, meaning very important”.
Susuportahan naman ng mga Senador kung hihilingin ng Pangulo sa Kongreso na magpasa ng batas na magbabawal sa mga taong lumabas kung wala pang bakuna.
Pero marami pa anilang factor na maaaring ikunsidera.
Kabilang na ang kawalan ng sapat na bakuna at kabagalan sa implementasyon ng mga lokal na pamahalaan.
