Proseso ng imbestigasyon sa pagkamatay ng PDLs sa loob ng piitan, pinaigting

Tutukan ng Department of Justice (DOJ) ang imbestigasyon sa pagkamatay ng persons deprived of liberty (PDLs) sa loob ng mga piitan ng Bureau of Corrections (BuCor) sa bansa.
Lumagda ang DOJ ng Declaration of Cooperation sa United Nations Office on Drugs and Crime (UNODC) at sa University of the Philippines, para masiguro na masusing maiimbestigahan ang lahat ng PDL deaths alinsunod sa international standards.
Pinangunahan ni Justice Secretary Crispin Remulla ang paglagda sa panig ng DOJ.
Ayon kay Justice Undersecretary Raul Vasquez, patunay ito ng commitment ng kasalukuyang gobyerno sa transparency at accountability at sa science- based na mga imbestigasyon at prosekusyon.
Sinabi ni Vasquez, “This will also put closure to the issue that still haunts their families as to the true and actual causes of the deaths of these PDLs. This is also the first significant step towards establishment of a forensic institute manned by competent Filipino forensic doctors who will cater to the needs of the country.”

Sa ilalim ng deklarasyon, iimbestigahan ang bawat pagkamatay ng inmates natural man o hindi ang sanhi.
Nakasaad din dito na kailangan na dalhin agad ang labi ng bawat PDL na namatay sa pasilidad ng BuCor sa NCR, gaya ng New Bilibid Prison sa UP Manila College of Medicine.
Ang UP College of Medicine ang magkakaloob ang expertise at magsasagawa ng oawtopsiya habang ang UNODC ang magbibigay ng technical support.
Nagpahayag naman ng suporta ang BuCor Director General sa mga bagong protocal sa paghawak sa mga PDL na namatay habang nasa kulungan.
Ayon kay BuCor Director General Gregorio Catapang, Jr., “ I commit my full cooperation in these investigation of deaths of our persons deprived of liberty.”

Sa tala ng BuCor mula 2020 hanggang 2024, umabot sa mahigit 4,000 PDLs ang namatay sa lahat ng kulungan nito.

2021 – 1,166
2022 – 925
2023 – 876
2024 – 487
Kabuuan: 4, 637 registered deaths
Kabilang din dito ang halos 500 namatay na PDLs mula Enero hanggang Hunyo 2024.
